The Best Drugstore Lash Serums Under $40 (and Which Ones Are Just Conditioners)
There is a $138 gap between the cheapest and most expensive serum in our ranking. It would be convenient if price tracked results, but it does not: one of the under-$15 products outperformed two products costing over $60. The catch is that the budget shelf is also where most 'growth serums' that are really conditioners live. Here is how to tell them apart and which ones are worth buying.

How to spot a conditioner in growth-serum clothing
Turn the box over. If the ingredient list has biotin, panthenol, arginine, castor oil or keratin but no named peptide (a word ending in '-peptide' with a number, such as Myristoyl Pentapeptide-17) and no prostaglandin analog, it is a conditioner. It will make lashes shinier, more flexible and less prone to breakage, which is worthwhile, but it will not add measurable length. Marketing phrases such as 'longer-looking' and 'boosts the appearance of' are the tell.
The Ordinary Multi-Peptide Lash and Brow Serum — $14.90
The standout budget buy and our sixth-ranked serum overall. Four named peptides, a 5 ml bottle, fragrance-free, and it works on brows. It is slower than the premium serums, with visible change around week eight to ten in our panel, and there is no money-back guarantee, but the price makes that moot. If you buy one product from this article, buy this one.
We tested 10 lash serums for 12 weeks under identical conditions. QUALASH Activating Peptide Serum took first place at 9.2 / 10.

A classic that has been on US shelves for over a decade. The Hexatein 1 Complex includes peptides alongside biotin and panthenol, and results in our panel were steady if unspectacular. It ranks eighth overall and is the sensible middle of the market: nothing flashy, reliably decent.
Babe Original Essential Lash Serum — from $29
Very popular on social media and pleasant to use, but the formula is biotin, panthenol, amino acids and hyaluronic acid. Our testers saw improvements in shine and flexibility and very little in length. Buy it as a conditioner or a mascara primer, and it is a good one.
Maybelline Lash Sensational Boosting Serum — $13.99
Arginine and provitamin B5 in a large 5.3 ml tube with a mascara-style wand. It is a fine conditioner and works well under daily mascara to reduce breakage, but it produced no meaningful length change in our measurements. It ranks last in our ranking for that reason, not because it is a bad product; it is simply not a growth serum.
When it is worth paying more
If you want faster results (four to six weeks rather than eight to ten), independent testing, or a formula for sensitive eyes with a clean tolerance record, the mid-tier around $60–70 is where QUALASH, VEGAMOUR and OLAPLEX sit. Calculated per month, QUALASH at $8–10 is not much more than RapidLash, because the bottle lasts six to eight months.
Frequently asked
Is castor oil a lash serum?
No. Castor oil conditions and adds shine. There is no controlled evidence that it grows lashes, and it can interfere with extension adhesive.
What is the cheapest lash serum that actually grows lashes?
The Ordinary Multi-Peptide Lash and Brow Serum, at around $14.90, was the cheapest product in our panel to produce a measurable length increase.
